Opposition mounts to quarrying deeper plan TOM DOUDNEY Controversial applications to allow quarries to dig below highest recorded groundwater levels are on shaky ground with two reports recommending they be denied. Environment Canterbury and the city council have both recommended to hearing commissioners that the Canterbury Aggregate Producers Group resource consent application not proceed, due to the threat to groundwater. The application has received widespread opposition from residents. The reports are a blow to the Canterbury Aggregate Brian Warren Producers Group – a group of eight quarry owners which made the applications – ahead of the resource consent hearing on June 13. Five of the applications are for quarries around Miners Rd in Yaldhurst, with the others

relating to quarries at McLeans Island and Broadfield. The applications drew 614 submissions, almost all of which were in opposition to the quarries’ plans. The quarries, which are currently allowed to dig down to 1m above highest recorded groundwater levels, have argued

that if they aren’t allowed to dig deeper they may not be able to produce enough aggregate for the local market in the near future, threatening earthquake rebuild activities. The ECan report stated that while the risks to public health were very low it was possible that quarrying activities could

affect the taste of groundwater for residents connected to nearby bores, making it unpalatable. “As suitable mitigation has not been provided for by the applicant we regard the risks posed by the activity to the local environment as unnecessarily high.” The city council report found

that “the proposal as it stands has the potential to have more than minor adverse effects on downgradient groundwater quality, with associated health risks for downgradient water consumers.” It also deemed that the quarries had “overstated” how much the application being approved would help the rebuild. “There is currently adequate supply of aggregate within the district to meet recovery needs and forecast demand to 2030.” CPAG spokesman Brian Warren said the quarries would leave a full response to the points raised in the reports to the hearing as the issues were complex. “There is absolutely no question that anything in the proposal either exposes or digs into groundwater, that’s one misconception that has been bandied around a fair bit,” he said.

Strong opposition to the re-zoning of land at Jellie Park Recreation and Sports Centre may have curtailed a proposal to use it for other purposes. Re-zoning land for future car parking, accessways or cycleways and retaining the Apollo Projects Centre were proposed changes by the city council to the park’s management plan. At a hearing on May 13 city councillor David East, FendaltonWaimairi Community Board member Faimeh Burke and Shirley-Papanui Community Board member Emma Norrish voted two-one to not expand the car park. Cr East (left) and Lady Burke voted against the car parking proposal while Ms Norrish voted for it. Thirty-four of the submissions didn’t want to lose more green space for car parking. The public was split 50:50 over the retention of the Apollo Project Centre with 16 submissions received each way. Ilam resident Paul Deacon said it was good to get the ‘no’ vote but was concerned about how the process had been presented to residents. “We can see no reason or data to support the need for further parking,” he said. Mr Deacon said in February he noted there was nearly 100 empty car parks on a 34 deg C day. “Clearly there is enough without impacting on greenspace,” he said. I have epilepsy, therefore cannot drive a car and travel via the ECan bus network. The major problem that many people face in using the bus network throughout city is that the bus stop network is a disgrace and needs urgent upgrading. There are approximately 2600 bus stops in the Christchurch ECan bus network and only 20 per cent of them have a bus shelter for the passenger to sit in and wait for the bus to arrive. Many city bus stops are still inaccessible to a person with a disability and bus stops are still being installed in places that the city council know is discriminatory to the person with a disability. A classic example in the city is bus stop 50997 on Mairehau Rd opposite the Burwood

Spinal Unit. The tar seal for the person in the wheelchair to access the bus is at the back of the bus stop and you have to cross over dirt to get to the front door. In Riccarton the bus stop at 67 Mandeville St is set so that the person with any form of disability has to cross over drainage grates to get on and off the bus as the space allocated is not the correct length for a bus stop to operate safely and the person who wishes to get out of the bus from the back door of the bus have to get off into the vehicular kerb cut-down area for vehicles to access the property. This is in total contravention of Christchurch City Bus Stop Guidelines February 1, 2009, Section 4.1.5 Kerb which states that “boarding and alighting areas should not coincide with dropped kerbs”.

The city council responds: A resolution was made from the Riccarton-Wigram Community Board last Tuesday. The Riccarton-Wigram Community Board resolved to retain the existing bus stop at 67 Mandeville St. The community board approved the retention of parking resolutions associated with the existing bus stop located adjacent to 67 Mandeville St. The existing drainage grates at 67 Mandeville St will be changed. A city council staff report at the meeting said if the bus stops adjacent to the raised kerb section at the front of the bus stop, passengers can board the bus by stepping onto the raised area from the front door. They should not need to step onto the gully cover. The footpath at bus stop 50997 on Mairehau Rd is on the programme to be sealed this financial year.

It seems to have taken forever but this week I finally left for work with ice on the truck windscreen. We’re only a fortnight from winter proper and from here on I’d expect the climate will reflect that. This means all those things that colder weather bring us can be expected to happen. Things like seeing walls or wood sheds burnt down because someone has taken the ash out in the wrong type of container and left it in the wrong place. Things like electric blankets left on too long with weight on them setting beds on fire. Things like the placing of stuff that can burn too close to a heater or fire. It’s time to be just a bit more careful. This week’s weather included the very high winds that struck on Monday night. The Fire Service were turned out to about 15 calls related to the big blow. Now they need locked doors and security. Not a great reflection on progress is it?

There are fears the opening of the north Riccarton Rd bus lounge will accelerate already ongoing anti-social issues. The north bus lounge is due to open June 27. A Cosmei Japanese Cosmetics spokeswoman, which is next door to the northern lounge, said it has been dealing with people urinating, leaving rubbish and tagging their property. The driveway is also frequently blocked by bus patrons and buses arriving and departing. Western News spoke to residents and businesses about the issues, but they did not want to be named for fear of reprisals. A resident said she often did not get to sleep until the early hours of the morning due to the number of anti-social problems the area attracted. The issues have culminated after the city council installed a metro real-time information sign directly outside the business based at 120 Riccarton Rd several months ago. The south bus lounge has dealt with a string of issues since

opening last year. In March a group of 10 men were involved in an assault on a person in the south Riccarton Rd bus lounge. City council transport operations manager Steffan Thomas said it fixed a gate last Friday, which was put on back to front, and said it would provide sufficient security for the Cosmei. want to beat my last score. What was the first puzzle you did? I can’t remember what I got into first. I know I started off with puzzle books that have a variety of different ones in it to challenge myself. Where did she go to school? I went to Burnside High. Tell me a bit about how school was for you? I quite enjoyed school. I was quite motivated and kept my head down. Were you good at maths at school? At high school I was good at maths and science. But at primary school I was pretty good at English and literacy in general. But there was a switch in high school I am not sure how that came about. Tell me a bit about your friends? We were not sporty at all although a few of us did get into ballet. I love movies and coffee all the usual.

She bounced back from narrowly losing last year by seven points to register a record score of 14,195. She speaks to Andrew King Elizabeth, you are the New Zealand Sudoku champion, how does that feel? It feels pretty good. I was really pleased with my score because I did better than last year. I was really in the zone that day. So it is all about the personal score rather than beating other players? Pretty much. I think the score matters more as I am trying to beat myself. I like to see improvement in everything I do. So when you found out you had won how did that feel? I actually thought there might have been a problem with the website when I saw my score. But then I realised I had beaten my last year’s score by quite a bit so I got pretty excited. Last year I placed second, I was extra determined this year as I had lost last year by the tiniest of margins. What did you win? The New Zealand Puzzle As-

sociation is posting a medal and a shirt to me for being the New Zealand champion. Tell me what it is like to compete in a sudoku tournament? It is a really friendly sort of competition because everyone is really competing with themselves. It is online and you can have as many goes as you want so there really is no pressure. I get the puzzle and just dive straight in, then it is just me and the puzzle. How did you get into sudoku? I have always loved puzzles. I like to try all them out and they are so accessible so I can get them anywhere. I have been into them since I was a little kid. What made you want to start competitively doing sudoku? I found the website when I was poking around on the internet, did a few for fun then saw

Cycle safety for children

to win title Does being able to think logically to solve puzzles help you with your job? Well, I work at the post office so it doesn’t really help all that much. Thinking logically really helps me with puzzles but it gets a bit much sometimes so I have taken up abstract painting to pull myself in a new direction. Abstract painting, that’s a bit different from puzzles? Yes, it is but I love it. I like making a mess with the paint on a canvas. It is just something a bit different. Do you have any other hobbies? Painting is the main other hobby aside from puzzles. I also like going to the gym and I am part of a writers’ group. What do you do with the writers’ group? The writers are a group of people interested in writing and reading. It is a lot of fun and I have met a few good people in it. Speaking of friends, do you get them coming to you for sudoku pointers? Not really. Most people say I can’t do those but they have never attempted to do one. I tell them to chose an easy one and

give it a go. You never know you could be good at them. Have you ever been completely stumped by a sudoku puzzle? Yes, I have. I find sometimes when I get stuck I put it away then come back to it and then I find I can work it out quite easy. Sometimes you look and look and look and can’t see what the pattern is, when that happens it is best to put it away and come back to it later while you mind is fresh. Was this year’s score your best ever? Yes 14,195 is my best score ever. It is tallied by a combina-

The city council had taken another step towards getting the city’s school children back on their bikes following the devastating 2011 earthquakes. Cycle Safe was a programme that teaches Christchurch school children the basics of cycling but also gives them confidence to cycle the busy city streets. The programme came to a halt in some schools after the earthquakes severely damaged many roads. City council cycle safety education coordinator Sarah Cooper said it was extremely important children were taught cycle safety, even more so postearthquake. It was a skill that applies to all aspects of transport and even more importantly it was teaching them “how to approach Christchurch roads appropriately” instead of avoiding cycling all together. Many other initiatives had come into Christchurch to encourage people to get back on their bikes. The Christchurch Bike Share programme was introduced

last year, encouraging people in the city centre to use the bikes as an alternative form of transport. Similar bike sharing programmes had been hugely successful overseas in cities such as Paris and New York. In 2006, Land Transport New Zealand conducted research that found 15 per cent of Christchurch residents regularly cycled and 32 per cent would consider cycling if it was safer. Even pre-quake it was clear more could be done to make cycling safer.

Library not included in community centre Runway

The first draft designs for the Riccarton Community Centre have confirmed a library will not be included. Last Friday, 117 stakeholders were emailed the concept design with a summary outlining the plan. The cost has not been confirmed by the city council, with the design yet to be finalised. The design includes a staff area, function room, foyer, kitchen and rain garden. But residents in the central Riccarton area are concerned there will not be a library in the centre. The Central Riccarton Residents’ Association made a submission to the Annual Plan 2016/17 and Amended Long Term Plan 2015-25 recently. Their submission said there was an urgent need for a library to be placed in central Riccarton area and it would be best placed in the Riccarton Community Centre. But Deputy Mayor Vicki Buck (right) said there has never been plans for a library in the longterm plan. “There is no plan for a full library in central Riccarton as

A major maintenance update at Christchurch International Airport has been completed. Over the past three months the airport has been working to replace ageing concrete shoulders on the main runway to maintain high quality runways. Last month the Western News reported residents near the Christchurch International Airport had been kept up all hours of the night because of the work. This was because aircraft had to land or take-off using the eastwest runway, flying over the top of Avonhead. The work is required once every 20 years and was dependant on the weather and temperature. Russley, Avonhead and Memorial residents’ association Geoff Judge said it was just one of those works that had to be done and was not too difficult to put up with. The last shift was completed earlier this month. A video showing the work that has been done has been released by the Christchurch International Airport on its Facebook page

Youth offenders to benefit from bicycle repair project

River quality set to improve

Prisoners may be given a bicycle on their release, thanks to a new youth offender project. A repair workshop has been set up in a disused shed at Christchurch Men’s Prison, which has youth offenders repairing old bicycles. Once they are ready they are given to released prisoners who may be in need of the most basic means of transport in their early days of release. The idea came from Youth Unit staff who have been coming up with innovative ideas to provide the youth prisoners with activities. Principal Corrections Officer Gary Smallridge said the focus of the project is to identify ways to keep youth engaged in education and learning. “We aim to provide activities that not only occupy the young prisoner’s time but also add to their learning, with tasks that a typical young person would be interested in,” he said. The project is proving to be a hit with the youth offenders, said youth unit corrections

Ravensdown has made changes to reduce its impact on the Heathcote River by stopping pollutants leaving its Hornby site through stormwater discharge. All stormwater discharged from Ravensdown enters the Hayton’s Retention Pond and then the upper Heathcote River. Goals have been set to improve the quality of water in the Heathcote to enhance overall river health. Both business and domestic sources contribute to nitrate and phosphate levels. A year-long specialist study detailed Ravensdown’s stormwater ‘footprint’ and where the company could improve. Several measures have been implemented to limit fertiliser dust. The company has also focused on capturing and recycling more water for use in the manufacturing process. Environment Canterbury pollution prevention officer Jenny Watters said the Hayton’s Retention Pond area had been identified for improvement due to its poor water quality. “When one business improves its environmental performance it can influence others to do the same,” Ms Watters said.

Find your hoop fit Westburn Primary School has been one of the first schools in the city to try out a new hula-hoop programme just for kids. Hoopfit for Kids is run by Christchurch fitness organisation In2Hula, which was set up in the city in 2008. The programme started in Ilam at the beginning of term 2 to provide fun fitness opportunities for children.

Hula Hoop Instructor Janine Lattimore said the aim is to provide a fun fitness activity that all children can enjoy as well as help them build confidence. Most recently, a free lunchtime promotional session was held at Westburn School last Thursday. Ms Lattimore said interest was high and children who attended the session giving the organisation positive feedback.

Young gymnasts prepare to hit the world stage Burnside sport leaders raise $2000 for charity A Burnside High School sports leadership class has raised $2,000 for charities after running from Burnside to Akaroa earlier this month. The fundraiser was based around a NCEA unit where students were required to contribute to a team or group. As well as running the students held sausage sizzles on Saturdays and organised a Winnie Bagoes Pizza Night. As a group running in relays,

the year 13 class ran 469kms, averaging a half a marathon each, with some students running more than 30kms. The two chosen charities were The New Zealand Breast Cancer Foundation and Prostate Cancer Foundation for New Zealand. Fundraising is continuing this term and individual sponsors cash is yet to be tallied. The leadership class hopes to raise $5,000.

Two Avonhead School pupils have been selected to represent New Zealand at an international gymnastics tournament in Malaysia next week. Sisters Mikayla, 8, and Paris Chin, 11, have been selected to take part in the Angel Cup International Rhythmic Gymnastic Competition. The Angel Cup tournament has been running for seven years with the aim to provide pre-junior and junior gymnasts international exposure. The tournament will be held from June 3-5 in Bukit Jalil, Kuala Lumpur in Malaysia. Paris is the national champion in New Zealand for her age group and trains along with her sister at Olympia Gymnastics Sport in Wigram. Paris trains for 24 hours a week while Mikayla trains for three.

This will be Paris and Mikayla’s first trip overseas and they will be travelling with their parents. Avonhead School Year 5-6 teacher Amanda Hack said the sisters were driven not only in gymnastics but academics as well.

Miss Hack said following Paris performing on New Zealand television programme What Now last year, her video was displayed to the school as an example of excellence. “You can tell they are gold driven. They do their best,” she said.

Exciting New Information & Service Centre for Seniors LIfe CAn get tougher as we get older, and it’s often easy to think that we should simply struggle on. Yet a huge range of services is available to make life easier. Because these services are sometimes difficult to find, a new non-profit Centre for Senior Wellbeing has been established. They offer a useful mix of affordable services and information on other community services such as falls Prevention and Green Prescriptions. Their desk is manned by dedicated staff who will connect you to the services you need. Although much of this information can be found on-line, for many this is a burden and talking to a ‘real person’ is much more pleasant. Problems with feet is a real issue for many older people with limited flexibility. The Centre offers inhome footcare for a reasonable fee. Additionally, there are services provided by dieticians to help with weight gain or loss, nutrition and shopping. Also occupational therapists who help maintain independence, safety in the home, and practical strategies for coping with issues like memory loss and pain. Speech and language therapists support those with swallowing and

communication concerns. Physiotherapy, in-clinic or at home, can help you stay mobile, reduce pain and increase wellness. A particularly beneficial and underused service is Caring for Carers. Many of us caring for our loved ones see it as our duty and deal with the stresses this brings on a daily basis. Caring for Carers has helped carers through their range of services for years, such as information on respite care.

The Centre for Senior Wellbeing will put you in touch with service providers like Physical Sense. They offer a range of practical support-solutions to problems many seniors encounter. There are exercise classes for stroke survivors where clients can either further improve or at least maintain their condition after they leave hospital. There are four classes a week which help with strength, balance and transferrable skills. There are also other diagnosis-specific classes including Intermittent Claudication, Diabetes and Osteoporosis which means users can learn about their condition and share their ways of dealing with it. There’s even a general class for seniors. The first four classes are free and may continue to be free if you are

After graduating from Hillmorton High School in 2012, I enrolled at the University of Canterbury to study for a Bachelor of Engineering in Civil Engineering. Now in my final year of the degree, I am well on my way to achieving this with first class honours. I received the University of Canterbury Senior Scholarship. Currently, I have the extraordinary opportunity of completing some of my study at the University of California at Berkeley. During high school

I never thought I would study at one of the top universities in the world, but here I am. Living in the San Francisco area and having this opportunity to study abroad has been life changing, to say the least. Looking forward to next year, I will begin working as a structural engineer at one of the biggest civil engineering firms in the world. The future in this role will enable me to travel the world while working on the design and construction of world class buildings and facilities.
